I sent this email to all the Selectman candidates at this time last night..with the exception of John Cronan (I was unable to find his contact information).

Dear Wareham Selectmen candidates:

Hello, My name is Dave DiPietro. As you may (or may not) know I formerly “blogged” as PShooter, then PSPAN....and more recently as DDPTRO on warehamwater.com (where I’m currently a site administrator). I also have my own website, where I post mostly BoS meeting videos (http://takebackwareham86bos.blogspot.com). I came up with a list of questions (see attached file) that I hope you’ll choose to respond to, and would then like to post those questions/responses for (potential) voters to read. I plan to (at the very least) post them on warehamwater.com ..and my own website. But if all of you respond (and are ok with it)..then I would try and make them available to Wareham Week, The Courier, and the Wareham Observer. The attached MS Word “Doc” can be edited to include your responses, and I will post ONLY what you write and send back to me.

My intention is to send this to all of you at the same time. I then plan to post/create a thread called “questions for the candidates” on warehamwater.com 24 hours after I send the email to all of you. My thread/initial post would contain the questions posed, as well as the body of this email. I then intend to follow-up (hopefully) with your responses. I hope to be able to post your answers within 7 days of creating the thread (8 days from sending you the questions). If I only have a couple of you who respond, then I’ll write “candidate declined to respond” next to your name(s). I hope you’ll consider it. Please let me know if you have any questions or concerns, and if you intend to respond to the questions or not. Thank you.

Selectman candidate Frank DeFelice has responded to my questions. Thank you Frank... If any other candidate wants to respond..my email still works..

1. What are your views, hopes and/or concerns about “Westfield”?

I must admit, I don't know a lot about Westfield. I did vote against it every time except at the last town meeting. I believed that there could have been a problem with the way the deed read and I have a problem where Westfield is located; it is not a convenient place for seniors. As the energy in Wareham shifts to the west, that may all change.

2. What are your views on the Chief of Police “situation”?

I don't believe any town in the state of Massachusetts would hire an acting Police Chief for over one year, allow him to work part-time and give him a car to drive approximately 150 miles round trip on the town's dime. Stanley also contracted for eight police vehicles and an SUV before town meeting approval. That's either arrogant or ignorant of the procurement laws. Carte blanche authority given  by the Town Administrator and Selectmen has allowed him to administer our police force from North Andover. Let's open up the Chief's job to the most qualified candidates. That's something the town's administration should have done two years ago when Chief Joyce left the post.  As for the ongoing Operation Safe Streets, obviously it's the members of our full time police force that are making our streets safer, and it is this group collectively that merits the credit.

3. What are your thoughts on the job performance of Town Administrator Mark Andrews thus far? Which of his decisions have you most agreed with and/or which haven’t you?

I would like to reserve my judgment of Mark Andrews for now. With that said, there is much to be desired of his hiring record. Ms. Scaduto was hired and resigned as Director of Assessment without due process (advertise and interview). He advertised for the Inspector of Buildings at nearly $52,000 but is paying $75,000 to his friend, who is not certified as a Building Inspector. Next year he's proposed a 10% increase to over $82,000. Then he hired his girlfriend to oversee lifeguards without properly advertising the opportunity for employment. It seems that Mr. Andrews knows how to talk the talk. I haven't seen any ability to walk the walk.

4. What do you see as the greatest challenge(s) facing Wareham, and how do you plan to address it/them?

The greatest challenges facing Wareham are twofold. We need to get our financial problems settled first and then restore Wareham to a place people want to live, work and visit. Wareham is blessed by the existing development taking place. We have a good residential and commercial base. So why isn't Wareham heading in the right direction?  I believe the turmoil caused in the last five years or so has put our town on shaky ground. We need to come together, treat our employees with respect and bring that question to those on the front line. They know best what the problems are and likely have good suggestions as to how to fix things.

5. What would you most like to accomplish as a selectman/selectwoman?

I would like to see the Town of Wareham become a place where people desire to work, live and vacation while maintaining a sense of pride. Employees shouldn't have to worry about ridiculous computer audits or reprisals from officials. It has destroyed morale and it will take a deliberate effort to restore. I am tired of town employees working without a contract, tired of the average man getting overlooked, and tired of the Town of Wareham being the laughing stock of Southeastern Massachusetts.

6. How do you feel about Wareham?

I have to be honest, I have mixed feelings about Wareham right now. I love where I live. I love fishing, the bays, seafood, and the availability of shopping. I don't like the way people have been treated by elected officials and the attitude of some people in positions of authority. I don't like the opinion that outsiders hold against our town. So when elected I will strive to reverse that.

I hope he posts here during the election so we can learn the truth, because he seems to go to the bottom line...no BS... That is a good thing.

Don't hold your breath Htb. I'm sure the MWF co-founders are too good (at least in their own minds) to respond.  It'll cost them votes.  Being affiliated with the Donahues will cost them even more votes.  And get this, Mr Holmes is helping them campaign too.  They are both a sure loss.

So what has MWF actually accomplished since it's inception that has actually made any positive difference in Wareham ?  It's all political rhetoric and gimmic.  No substance.

I went to their coming out party that they called a "citizens participation" meeting, which turned out to be a pre town meeting to "move forward" Jane D's town meeting agenda.  Heaton spoke to Westfield and Stanley held another dog and pony show. Otherwise they really didn't care what was on the mind of the citizens.  Just more charade.

Neither can be trusted.  Just a couple of mouth pieces.
So that leaves Cronan.  Enough said !

At least Mr DeFelice seems to be in touch or at least has resources to keep him informed.  That's a leader.  He's got my vote.  I'll be telling all my girlfriends and man friends.

Those three candidates on the right?  Bad news.  Don't vote for 'em.

Cronie is a dirt thief, thrown out of office last year.  Mike and Ellen are two of Bobo's biggest fans and defenders, and are also fans of the prior BOS.  My opinion, I personally can't think of a scarier thought than any of those three being in charge of the town.

Frank has taken a stand against the prior BOS with several letters to the editor.  I don't know much about Jennifer Peterson, but her credentials (a quality control analyst for the state and experience in business) are impressive.

All I know is Wareham will be a disaster if any of those three on the right hand side of that banner are elected.

Don't vote for Cronie.  Don't vote for Mikey and Ellen.  Don't vote for Curly.

1. What are your views, hopes and/or concerns about “Westfield”?

I was originally against Westfield.  After the Town Meeting vote to have members form a committee that consisted of a Selectman, a Housing Authority member, a Finance Committee member, member of open space and a representative from fields and grounds and a couple of members at large I decided that I would like to sit on this committee.  I honestly felt that the committee represented all aspects of the project that it was going to serve.  I have to say that I was pleasantly surprised how we all came together on an agreed project to bring before Town Meeting.  We were all lead to believe that we would be a part of the RFP process.  We were only informed after the fact that their would be a new committee.  I then assumed that the appointing authority which would be the Chair of the BOS, the Chair of the Finn Com and the Town Moderator.  The Chairman of the BOS said that Town meeting did not specify that the Westfield Committee would also review the RFP's.  She also stated that it was not mentioned at Town meeting who would appoint the committee so she would ask her Board.  She said that she did not know how her Board would vote.  The Town Moderator and myself made it clear to Cairman that the appointing authority should appoint this committee.  She disagreed and to take it one step further, she manipulated her board to go along with her and appoint the committee.  In addition to this she had nine people submit applications to the New Committee before it was even made public.  I don't have to tell you who these people were.  The reason I did not vote for Westfield in the first place was I did not trust q former BOS member,  However, I was duped.  I really thought that she was an honorable person.  I then requested an application for the new committee.  I was told that I could not serve on the Finn Com and on the new Westfield Review Committee.  Please understand that I have thirty five years of experience in affordable. market, retail and condominium management.  I asked why would you overlook all that experience.  She refused to answer.  In short the Westfield that I believed we were going to build I was 100 percent behind.  This one, I can only hope for the best.

2. What are your views on the Chief of Police “situation”?

I am 100 percent against a 1 day a week chief.  I am not in favor of paying him more than what we pay our Town Administrator.  He appears to be doing several good things.  I like him personally, however, I do not feel that we can afford him.

3. What are your thoughts on the job performance of Town Administrator Mark Andrews thus far? Which of his decisions have you most agreed with and/or which haven’t you?

The Department of Revenue Report states that one of the major problems in Wareham is lack of consistency when it comes to leadership.  I was a supporter of John McCauliff.  I was shocked when the BOS fired him.  Mark is in a tough situation.  He answers to 5 people. He is constantly playing politics with the BOS.  I do not approve of the way he hired some of the people he has and the money he is giving them, however, the BOS don't  seem to mind.  He walked in to a mess in Wareham.  He has been extremly responsive to me as a Finn Com member.  I have had some problems, however, we have been able to resolve them.  I would like the opportunity to evaluate him as a selectman.  As a Finn Com member we are not privy to what the BOS are.

4. What do you see as the greatest challenge(s) facing Wareham, and how do you plan to address it/them?

a. We need to resolve the chief situation and make sure that our community is as safe as possible.

b.  We need to pursue revenue.  We need to focus on attracting business to our community.  We need to collectively work with the school committee to resolve our budget shortfalls. Our children are the most important assets.  Good schools increase value and we have an obligation to provide our childre with the best possible education.  This does not mean that it has to be the most expensive.  This Town needs to dedicate a small amount each and every year to stabilization.  We have nothing to fall back on in case of an emergency.  I don't care what the current economic climate is, we need to plan.  We have far too much differed maintenance.  It is prudent that we plan ahead.  I am against reactive responses.  We need better planning and budgeting.

5. What would you most like to accomplish as a selectman/selectwoman?

I would encourage better communication.  I would work hard to make sure that our  employees are told how much we appreciate their work.  I want employees to go to work and not be afraid of losing their jobs.  I would listen and process what people have to say. I would not judge a person by their political party and I would be open and honest.  Lastly, I would lead by example.

6. How do you feel about Wareham?

I love Wareham.  I would not have commuted daily for over twenty five years if I did not love this community.

I want to know why Slager, who believes he's the consummate "journalist". Incorrectly states that Mrs. Bronk's responses were to a "Take Back Wareham" questionaire. No they weren't. I alone came up with those questions and sent them to the candidates. My name is Dave DiPietro, Bobo..use it. He also fails to "supply" a link to Mrs. Bronk's statements, the questions she was responding to, or the full text of her comments..I guess feeling his own description of her words are "good enough". He's already been attacking Frank DeFelice, and now Donna Bronk. He's ready to pounce on Jennifer Petersen too..the more "we" might seem to support her, the less he, and therefore his "followers", will..or if she gives any of "us" the time of day..he'll unload on her. You can count on it.

Now you can bet your bottom dollar that Slager, a blogger from Halifax..with no business..no vote (no class)..in Wareham will be 100% behind Bobo supporter's and "Donahue clones" Mike Schneider and Ellen Begley..and they will definitely do no wrong and get no "bad press" from Bobo..only rave reviews. He's now planning to come out in print again in a transparent attempt to affect the election with his partisan rag. Don't buy it Wareham..

I do think she's "for real" Dan. I want to (once again) thank Donna Bronk for being forthright and honest in her responses to my questions...as was Frank DeFelice. Saying what you think is often dangerous in this town..and that's why many in public positions opt to be silent..as much as possible, because of the fallout that's sure to follow. I applaud Donna and Frank for not bowing down to intimidation created by Slager, Donahue, Eckstrom and others in their fold.

As usual, if someone "goes against" Donahue, her mouthpiece (Slager) will attack. If people doubt that Slager is totally biased in his support for Donahue (and vice versa)..ask yourself where did she first place her "farewell speech"..Bobo's E-Rag..that's where..Bobo said he never had a "relationship" with Sauvageau...yet a week after Sauvageau was kicked to the curb last April he was a writer for Bobo's Rag. I can't think of any other "journalist" who so clearly supports some town officials, while at the same time claiming he is not partisan. He'll lie and twist the truth to discredit any candidate who challenges his pet politicians..indeed any citizen who challenges them is open game to Slager and his band of misfit toys. Divisive? You bet your ass.

People might think it entirely unlikely that Schneider and Begley would have responded to my questions. I guess I never really expected them to. I did have a conversation with Mike Schneider the night before I sent the questions. "Mikey" and I have often "bashed away" at each other...as much because I so clearly am NOT a fan of Slager's as anything else. But, we have spoken on a couple of occasions..and it's gone quite smoothly. I explained to him that I planned to send questions to all the candidates..and asked him if he had any idea how I might get a hold of Cronan to include him when sending out the questions (he didn't know)..Schneider didn't say he would or wouldn't answer the questions. Again, I basically knew that Slager's would be Schneider and Begley's soap box..but I was a little surprised that neither he nor Ellen (whom I've had some interaction with as well) didn't (at least) email me to say they weren't interested in me or my questions. These are the same people who claim to want to bring the town together, etc, etc.. But, let's face it..if you have any affiliation with this site..or have shown anything but complete adoration and support for Slager and his agenda..you can count yourself out of their "moving forward" in Wareham. I never really expected Cronan to reply whether I had sent the questions to him or not. No biggie, I would never support him anyway because of his track record. But I did want to offer questions that (I felt) would offer responses that voter's would be interested in hearing..responses that could "win" (or lose) votes..one way or the other. Jennifer Petersen is someone I know very little about. Her silence, however, has not instilled me with confidence in her candidacy. Any candidate interested in responding is (still) certainly welcome to do so..but I think I've personally found the two that will get my votes. Honestly, I was not 100% sold on DeFelice and Bronk..and (slight pat on my own back) I think the questions/responses did serve a purpose for myself..I want to wish Frank and Donna the best of luck on April 5th. They have my support..I hope you'll join me in this. In my view..anyone else would just deliver to Wareham more of the same BS we've had to deal with in the previous BoS "regimes".

I don't know very much about Ms. Petersen. I was prepared to vote for her on her credentials alone.

I do know that if we divide our votes between Donna Bronk and Ms Petersen we are sure to hand either Schneider or Begley a seat. We need input from all sides and then get behind one of these two candidates. I say one because I believe Mr. DeFelice is a first choice.

Ok I'm done.  I tried to understand people on the e-rag's website but clearly it's like asking a member of the Branch Davidian to explain why.  Dave D- I appreciate the post the other night and while it took me quite some time I am more convinced now that if you do not agree with any of "them" then you must be sane.  They will blindly follow their leader who bellows from his pulpit lies, distortions and just plain hypocrisy.

If you want my vote answer the questions.  What is so hard about that?  Other than if you disagree with anyone from the rag then you will be villified. 

Menrva, you have brought up a very good point: splitting votes could have a devastating effect on the outcome.  And Dan, I echo your sentiments, "Don't ask for the vote....don't get the vote".  (Whose the man? Dan is the man!)

I have just been catching-up on the posts here after atending the Board of Selectmen's meeting this evening. While I think that the reasons I did not respond to questions posed to me by an administrator of Bill Whithouse's website should be fairly obvious to anyone that has seen Whitehouse's site(including Mr. Dipietro), I'll be glad to share why I didn't respond.

Whitehouse's site has never been a legitimite media source and I have no desire to respond to questions made on the site's behalf. As I see it, the site' only purpose is to levy personal and hate-filled attacks against the people(and the families of the people) that aren't in lockstep agreement with the views of the site members. One only needs to look at the recent attacks made against the elected officials that once bloged on the site to realize that they will attack anyone simply because they demonstrate independent thoughts that run contrary to their own views.

That aside, Mr. Dipietro and I did have a civil conversation about the conversion of public meeting videofeeds from cable to you tube. We both agreed that it would be nice if more public meetings could be made available on WCTV or online. It is my sincere hope that we will have more civil conversations in the future.

What Mikey conveniently forgets is that he is one of Bobo's most vocal supporters and one of Bobo's site's most active bloggers.  He's made more than his fair share of attacks against those he disagrees with.  Go to the thread "Mikey's Greatest Hits" to see for yourself.

This kind of nonsense just puts the "Hypocrite" in "Hypocrite Elite."

We all know the lies and attacks that Bobo has printed.  Anyone who thinks the following should not be a selectman:

Talk about a hypocrit! Mr. Brady, I was at your joke of a meeting. You know, the one that you attempted to call a "community meeting", but wanted to exclude anyone who thought differently than you. That's the same meeting that you and your posse insenuated that Mr. Slager was engaging in race-baiting. You didn't post a copy of your invitation for that meeting in the Wareham Observer then, Mr. Brady. Yet, now you decide that it is convenient for you, and it suits your purpose? I was at both of the recent BOS meetings that Mr. Bicki showed up. I did not hear Mrs. Eckstrom's comments either. Maybe someone sitting closer to her,very,very, close, pointed it out to Mr. Bicki. Mrs. Eckstrom does not hesitate to speak her mind. If she wanted to insult him or she wanted him to hear her, there is no doublt in my mind that she would have made certain he did. During the second meeting he did act like an idiot. Saying someone is acting like an idiot is different than calling Bicki an idiot. That's my opinion anyway.

Although I have not seen the letter from the ADA outlining the specifics, it seems reasonable to consider that this was an innocent oversight by the Board of Selectmen. It also seems reasonable to question why one violation or oversight, a failure to state that the BOS would be the hiring Commitee, particularly since the Board is defined by the Charter as having that authority, should result in the multiplication of violations over time. I understand the logic, I just don't think I agree with it whether it is this Board or a Board from another town.

Is it Mature and Responsible to excuse the prior BOS for 14 open meeting law violations?  I don't know, but then again, I'm not a member of the Mature and Responsible Debate Society.

I won't repeat all of "Mikey's Greatest Hits" here, you can go to that thread and see for yourself.  Those were just a few examples of why I laugh every time Mikey lectures others about being mature and responsible.

No one knows Mikey, no one will ever know Mikey, Mikey is ineffective as a candidate and campaigner, he is self-absorbed and delusional. I think Slager will get more write in votes than Mikey gets with his name on the ballot.

Cronie is a convicted dirt thief thrown out of office last year.  Mike and Ellen are card carrying members of the Bobo Cheerleader Squad, the Prior BOS Cheerleader Squad, and the Hooray for Brucey Cheerleader Squad. 

There was apparently some kind of falling out in the Hypocrite Elite since Mike and Ellen were for Cronie last year but are running against him this year.

Wareham will be a disaster if any of those three are elected.

First and foremost I must state that the role of selectman is to be a representative of the people. The very foundation of public stewardship is to ensure that policy reflects the needs and desires the whole group for which it is intended to serve. Thus, in order to form a position in which I will use in response to questions asked of me from different groups and people, I had to gather information from a wide range of stakeholders. I took my time to talk with a wider range of people, business owners, town employees and current and some previously elected officials. With this information I used my experience and skills to synthesize the information and formulate a fairly objective opinion.


1. What do you consider the three most pressing issues facing the community, and how would you solve them? What do you see as the greatest challenge(s) facing Wareham, and how do you plan to address it/them? What are your views on the Chief of Police “situation”?

o Crime:

Wareham’s crime index is higher than the national average. The index measures crimes such as murder, rape, assaults, burglary, and theft. This has been the case for a number of years therefore it is not a new issue. The most recent murders do represent an increase in previous years.

In light of this, we need to develop, implement, and consistently monitor the effectiveness of proactive crime prevention strategies. There needs to be a greater collaboration with the school systems, non-profit organizations especially those providing at risk services, and agencies that offer positive activities for our youth.

With this said, it is the role of the Police Chief to facilitate the vision and direction of the force. To be proactive and work in concert with the schools, local organizations, businesses and residents of Wareham, I believe the chief needs to have a flexible full-time schedule. As with any administrator the person in this role need to be available on weekdays, weekends and nights.

Therefore, the people of Wareham deserve a full-time police chief solely dedicated to turning our town around.

o Education:

The Wareham school system has many challenges that it needs to overcome. There are the obvious issues such as helping students to learn the necessary information and skills to get higher MCAS scores; there are capital improvements needed throughout the system and its reputation is compromised amongst parents, external organizations and the general citizenry of Wareham. The less obvious is the statements I regularly hear such as “What else would you expect from Wareham.

There are many dedicated professionals in our school system as well as parents. We need to create ways to increase parental involvement, responsibility and pride in the education of their children. We also need to plan for capital improvements that make our schools more valued settings in which our children and community can use and be proud. Additionally, we need to support the development of new programs or alternative teaching methodologies to better meet the learning styles and preferences of our children.

o Financial Stability:

During these gray and rainy fiscal times, we have little or no financial reserves from which to draw. It is critical that policy regarding thoughtful growth of cash reserves and stabilization funds be adopted and rigorously implemented. There needs to be planned growth in our town that focuses on maximizing the tax levy. One strategy is to enhance our school system to attract families to purchase our higher valued housing stock that sits vacant or undeveloped.

The overarching issue of the Town of Wareham is a lack of a current master plan. This impacts all areas of town operation, because there is not an end goal. Thus, people compete over what would be best to address issues or promote growth.

2. What would you most like to accomplish as a selectman/selectwoman?

As a selectman I would like to be an integral force in the facilitation and development of a current master plan. Although a timely process this must be at the forefront of all agendas to ensure that policy set is aligned with the needs and wishes of the citizens and the town of Wareham.

3. What are your views, hopes and/or concerns about “Westfield”?

My hopes of Westfield would be to create senior housing that is not only affordable but serves as a centralized resource for its residents. At this time however, I am not sure if it will achieve the affordability threshold to meet the needs of our seniors. Thus, I can not fully respond to this question until the RFP is fully developed.

4. What experience do you have that would enable you to serve the community on the Board of Selectmen?

Twenty-two years of experience in consumer needs analysis, program and policy development, and fiscal management are reasons she is qualified for the position on the board.

5. How do you feel about Wareham? What is your vision for Wareham, and how will you help the community reach that vision?

People I have talk to and including my own opinion, Wareham has an old-fashion welcoming town feeling. There are beautiful open space areas; we have historical definition and lovely beach areas. To compliment that we have a rich diversity in our population that brings a strong history, culture and push for modernization. I feel as selectman it is my role to work from the existing master plan that states the people of Wareham value the town feeling. With this said, it is essential that we work to achieve Smart Growth that preserve this unique quality of our town, but also allows us to adopt more contemporary strategies to address issues.

It would be nice to have have person run for office that thought exactly as I do and had the courage I don't.

I believe Ms Petersen has made it clear she is her own person. She will respond to the community and not one person. I can buy into that.

I think Donna Bronk will turn into another Steve. A very nice person but not strong enough to help the town.
