Board of Selectmen/Sewer Commissioners
e. Vote on request by Town Moderator for Special Municipal Employee Status.
Selectman Steve Holmes insisted it not appear Madam Moderator is getting special privileges without knowing why, but the board voted five, zero, zero with no discussion anyway.
Wareham Town Moderator Claire Smith has Special Municipal Employee Status.
What's the liability and what's the cost? No one asked, no one said.
Smith told the selectmen a recent meeting of MA town moderators alerted her to unspecified conflict-of-interest ethics violations brought against moderators in other towns.
Town Counsel Bowen, himself a Town Moderator in Scituate, MA, cited as an example a neighborhood parade permit. Selectmen Tropeano and Chairman Entitledbum also all chimed in.

[As] a "special municipal employee," you may:
represent private parties before municipal boards other than your own, provided that you have not officially participated in the matter and the matter is not now (and was not within the past year) within your official responsibility;
act as agent for private parties in connection with a matter of interest to your city or town, provided that you have not participated in the matters as a municipal official, and that the matter is not (and has not been, during the past year) within your official responsibility; and
receive pay or other compensation in connection with matters involving your city or town, provided that you have not officially participated in the matters and they are not (and have not been, within the past year) within your official responsibility.
